Government funding scheme
Funding SMEs to use technology services and solutions to improve productivity or upgrade and transform their businesses, thereby enhancing their competitiveness.
What is a government-funded program?
The government has launched over 70 funding schemes to promote and support the development of various industries and businesses in Hong Kong. Each scheme has different coverage, funding amounts, and application requirements. The SME Funding Support Team began operations on January 1, 2020, assisting SMEs in matching them with suitable funding schemes and answering application-related questions through direct meetings.
The government has allocated HK$100 million to gradually enhance the services of the SME Funding Support Team over five years starting in 2023. The Hong Kong Productivity Council has further strengthened the services of the SME Funding Support Team since October 2023, including visiting more chambers of commerce, industrial and commercial buildings, and co-working spaces, and increasing promotion on social media to enhance the promotion of government funding schemes. It also provides more one-on-one consultation services to assist SMEs in applying for government funding, focusing on areas such as environmental, social and governance (ESG), technology transformation, digitalization, and cybersecurity to enhance SMEs' capabilities and help them leverage new technologies to strengthen their competitiveness.

Amount of funding
The maximum cumulative grant amount for each applicant company (including project audit fees) is HK$2 million.
Apart from the audit fees required for approved projects, the government will subsidize up to two-thirds of the total approved expenditure for an individual project, while the applicant company shall bear the remaining total approved expenditure for that project.
Each project must be audited, and the maximum audit fee for which funding is provided is HK$10,000, which will be included in the applicant company's cumulative funding amount.
Each applicant company can receive funding for up to four approved projects, and each approved project must be completed within 24 months.
The actual amount of funding will be calculated based on the principle of reimbursement for actual expenses or the maximum cumulative funding limit for each applicant company, whichever is lower.
Approved projects cannot simultaneously benefit from other government funding programs.

Scope of Funding

Assessment
After receiving the application, the Innovation and Technology Commission will verify its eligibility and conduct a preliminary assessment.
Disbursement of Funding
The Innovation and Technology Commission will disburse the first installment of funding according to the applicant's request after signing the funding agreement with the applicant.

When applicants purchase equipment/hardware/software/other assets or consulting services, they must comply with the following rules :
Application Procedure
Step 1: Register and Submit Application

Register as a user through the Technology Voucher Programme (TVP) system.

Submit the application along with the required documents:

Copy of the Business Registration Certificate

Proof of Business Operations

Copy of the signatory's identification document

Copy of the expenditure quotation
Step 3: Implement the Project
Successful applicants must sign a funding agreement and complete the project within 12 months, submitting a final report.
Step 2: Application Approval

All applications are approved by the Technology Voucher Programme Committee:

The relevance of the proposed project to the applicant's business

Whether the budget is reasonable
-
Whether the implementation details are specific and feasible

Whether the relevant consultants or service providers have any adverse records
Step 4: Disbursement of Funding
Funding will be disbursed up to three-quarters of the total approved project cost. Within two months after project completion, the following documents must be submitted:

Proof of project outcomes

Original or copy of payment receipts for each expenditure item
